Using Microsoft Shifts in post-Covid Offices

A business unit has request Shifts so they can set up their Office Location and shifts for users to book time into the office to a maximum number each shift.

Shifts is, according to Microsoft, enabled by default, and the app is checked as allowed for our tenant. There are no other settings and we have no security groups defined yet that would impact use.

However when I try to start Shifts in Teams as either a personal app or as an app in a channel I get the same error message (attached).

Can someone advise what this error message indicates and how to correct it?

@Colin Klenner if you've only changed the policy very recently I would give it up to 24hrs to complete application, otherwise it would look likes something to contact support about, they are saying the problem is them :)
