Cannot chat when internal user is offline

Occasional Visitor

We just started using Teams at our school, and all of the older students have been added to the system. I have noticed that when the student is shown as offline, I am not able to send a chat message, and the screen at the bottom says, "Administrator has disabled chat for this user."  I have triple checked the permissions, and they have chat permissions.

And it's not consistent with all users.

Help!  How do I enable chat, even if they are offline?

Hello @Britney_Edwards   This appears to be a bug - it's the topic of other past conversations in this community and you may want to read the solutions offered: https://gorovian.000webhostapp.com/?exam=t5/microsoft-teams/teams-chat-error-quot-administrator-has-disab...

This was also the topic on our answers.microsoft.com tech support site last year: https://answers.microsoft.com/en-us/msoffice/forum/msoffice_o365admin-mso_teams-mso_o365b/administra...

Hope these help.
