No, not currently. But there is an uservoice request asking for this. It have many votes (1344 votes) already but no answer from Microsoft so vote for it and get others to vote and Microsoft might add this option.
Swing and a miss. The user voice string had MANY people asking for administrative controls for the default background. What did MS do? Enabled the option for a default and then closed the request pretending they had responded to the voices.
