@FabvE We always use Microsoft Stream to display videos ( ). It's an Office 365 app specifically designed for this and you can add timestamps to the description to give you chapters. Then you can use the Stream web part to add the video to your SharePoint page and it displays the timestamps/chapters as clickable links. The performance, user experience and features are better than uploading directly to a SharePoint library.
